This plugin displays the solar time of the location under the cross-hair (calculated from longitude), UTC, and your local time (using your windows settings).
Solar time should be close to, but not quite the same as, the actual local time at that location. Calculating solar time is very simple, but figuring out what time zone you are in from latitude and longitude is a lot harder.
